Well this is the second super young kid... So at this point probably yes. We should also probably start building a Magic Kindergarten while we're at it.
I can ask for confirmation for you from his mum if you wish. Heck I could even hand deliver a written forum to her and mail it to you but it probably would be a good idea to maybe have a selection for those under 13 upon registration for them to get consent to clear the site of legal concerns. I don't know how hard that will be to add in but hopefully it won't be to hard. Let me know what you want me to do with Bronicorn though so I can make sure we are in the clear for at least his case for now
I'm not terribly worried. 4chan has no registration system at all, various government agencies definitely are aware of it, and there's practically nothing at all preventing people from posting. There's a little disclaimer that pops up if you click a board's link from the front page, which you dont see if you middle- or right-click on it... so basically, nothing.
I think just disabling the option to email him (which I've done) should be sufficient.
